NBC News reported that the White House on Wednesday officially canceled a controversial note, which ordered the freezing of grants and federal loans.
The freezing, which was scheduled to enter into force late on Tuesday afternoon, was stopped by a federal judge to give them time to consider the arguments that challenge their legitimacy.
The memorandum, which is ordered to freeze, was issued by the Management and Budget Office.
